Governor’s office,

                               Richmond, 26 July 1874

 Dear Col.

                                    Yours recd., it being considered contrary to precedent and policy that I should address recommendations to the Prest. [President], I take pleasure in enclosing letter to your brother which may be used in his favor and to better advantage than any direct recommendation.

             Your kind letter gratifies me very much, and I hope always to have your plainest counsels.
